That's an interesting question. Personally I pretty much always help people when it looks like they need help (or if they ask for it). I think most people are the same way, as I've often had people approach me with an offer to help if I'm looking lost (which I try to avoid, but we all know it happens when you're trying to find somewhere on a map)....
Also, if I'm chatting with someone and they mention that they're going to somewhere I've been, I'll generally offer a few suggestions, but I refrain from offering too much advice unless they ask for it. You do have to be careful about giving advice that might be outdated (for example, recommending a restaurant you visited a year ago that no longer exists might just send them on a wild goose chase), or even dangerous (certain formerly safe areas of town might now be crime-ridden)....
