Rebecca has the right outline, but remember when writing your synopsis to make it as intriguing as you can while keeping it brief.
A good exercise is to read the backs of books in the same genre as yours - what about that synopsis makes you want to (buy and) read the book?
Personally I love Writer's Digest (both the magazine subscription and the website), as they often feature really useful information such as examples of successful book proposals!
