I was having a conversation with someone about writers who charge per word and those who charge per project. What do you think is the better option?

It depends. You may charge per word for blogs and articles and per project for other assignments.

Personally I prefer a per-project price - then there is less haggling over word count and accusations of "word fluffing"....also, when someone says they want an article with a specific word-count, I always ask if there is a reason they want 2300 words, or if they just believe that a concept can't be adequately covered in more or less words.
If you set realistic and accurate goals for what the client wants for the content, and a 'loose' word-count goal in order to fill a particular space, then you're better off using a per-project fee that you can estimate using your loose word-count goal, without struggling over the exact word-count.
