First, write it.
When you think it's as good as it can be, then it's time to enlist an editor, and depending on how valuable you perceive it to be, and what you want to sell it for, I'd strongly encourage you to pay for professionals to help you format it, design a cover, and market it. If you decide to go that route, I encourage you to check out Virtual Author Assistant.
If you have no budget at all, you'll have to do it all on your own, but be sure to set aside some of what you earn from it to have a professional help you with the "new improved version 2"....

You can use Word or PowerPoint -- most people do (I do). If you don't have time to write it, design the cover, or format the eBook, do like Trisha said and hire a virtual assistant. You can self-publish on CafePress.com (free) or http://www.lebrary.com/ (pay a fee for more options). Good luck...

GuideGecko also allows you to create and sell an ebook through their website, alongside the big names like Lonely Planet and Frommer's.
I just did my first ebook:

But I have my own website to sell it on. So far sales have been, shall we say, modest - about one copy a day. Still, that does add up to about $1800 a year clear profit.I used the OpenOffice word processor to write it, as you can save the file as a PDF, much easier than using Word and trying to create a PDF.

Wow, thanks for the great tips! I can use all the help I can get. I know some people write eBooks and give them away for free to entice readers to come back and visit. I have no problem with this, but I'd like to earn some cash from it as well.
