That's a good question, and at first glance the answer may seem obvious - write a stellar entry - but that's not always accurate.
If the contest has been around a while, read back through previous winning entries to get a feel for what the judges have liked in the past.....not that you'd want to copy anyone else's work, but you'll learn what they're looking for in terms of voice, style, and tone.
If you're new to writing in the style of previous winning entries, enter every contest you can that DOESN'T have a submission fee for the practice.

Good advice Trisha!
You can write a brilliant piece only to have it overlooked by the judges because it's not a style of writing they like. I agree that you could entire contests that don't have submission fees. It will get you used to the guidelines and help you improve your writing by writing many pieces.
