What can you actually accomplish at a writing conference?

It depends on the education that is offered at the conference. They usually have panel discussions about traditional and new media. They have lecture style sessions as well. If anything, it's a great opportunity to meet other traveler writers, especially the "seasoned" ones!

Although there are many [general] writer's conferences, there are only a few that are specific to travel writing. Of that handful of travel writing conferences, my personal favorite is the annual Book Passage Travel Writers & Photographers Conference. It offers the best selection of educational sessions, most stellar faculty, and more opportunity to interact with other travel writers, as well as professional editors, publishers, travel photographers, and literary agents.
Rebecca's point is very valid - you first have to do your homework to research what the educational sessions include - some conferences don't even publish that, in which case I would not even consider attending. None are cheap, so you have to weigh the value that you'll get in return for the investment. If a conference organizer can't make that evaulation easy, they aren't likely to be offering enough value.
While you may be able to get something out of a general writer's conference, I wouldn't recommend it unless it were very cheap and local (so no travel expense). They tend to focus on all types of writing, but primarily fiction, memoirs, and poetry, so very little of what you'd learn would apply to the business of travel writing.
