Here are my three tips...
1) Study photography in all areas from magazines to galleries.
2) Take lots of photos.

My tips:
Make sure you're familiar with the rule of thirds -- simple trick, but it really helps with composition.
I tend to shoot a little wider than I would like, cropping later in the editing process. This gives me a little room to shift around if there are unsightly elements in the shot that I didn't notice at the time.
Remember that you're shooting digital and take multiples of everything. Sometimes, I'll find that the second or third shot has an interesting detail in the background that makes the shot. Also, the 2nd shot is more likely to be in sharper focus. Delete the extras from your hard drive during the editing process.
Cheat: I highly recommend Lightroom for editing and organizing your shots. Always shoot RAW and you can easily adjust exposure and white balance after the fact. It's made me a bit of a sloppy photographer, I admit -- I rarely worry about straight horizons, etc. When in doubt, underexpose -- it's fairly simple to adjust later and over-exposed shots are very hard to recover.
