Could you use WordPress to build your own template or do you have to use a pre-existing WordPress template and have someone tweak it for you? Thanks

You can certainly build your own template (aka "Theme"), but you really need to have a good understanding of HTML and CSS to do so. That's why the pre-existing templates are good for most people who don't know HTML or CSS.
Another option is to find a template that is VERY close to what you want, and just customize (tweak) it a bit to make it perfect, or to use a stripped down template (like the wonderful Sandbox template) that is made to be customized.....
There are a lot of great WordPress theme developers out there, and if you find one that you like, you can ask them to customize a theme for you - often that is very affordable.

Sorry I haven't been around the forum much lately - have actually been traveling quite a bit!
I agree with Trisha - you really do need to know HTML and CSS to be able to create your own from-scratch templates, but I'm wondering why you'd want to? With so many thousands of free themes to choose from, and even some really great paid themes, it can't be hard to find one that's what you want.
I know that on a few occasions I've posted questions in the wordpress forums to get help with tweaking the CSS for mine, and the people there are really helpful. I also paid one person - who is a real wordpress 'guru' to make some customizations for me that were a little harder than just changing the CSS and he only charged me $50, which is very reasonable.
SO maybe if you elaborate on what you want to do you might get some good advice on how to do it....
