I was thinking about attending travel writing conferences but I'm not sure which ones to go to or how many to attend. My budget is so-so.

You could attend a conference each year or twice a year. Some conferences are more expensive than others. If there's one in particular you'd like to attend, start saving for it right now. This way you'll have the money for it, hotel/motel, and other expenses.

I do think that there is a lot of benefit to attending writing conferences, but it's up to each individual writer to decide which conferences are right for them based on the schedule, workshops offered, quality of instruction, and price.
Personally I think one of the best that any travel writer can attend is the Book Passage Travel, Food, & Photography Conference in mid-August each year. Covering the genres of Travel Writing, Food Writing, and Travel Photography, the conference runs multiple tracks concurrently with a combination of presentation and panel discussions, led by some of the best travel writers and photographers around.
Another conference that I think is worth attending is the BlogWorld Expo - even though it's primarily for bloggers, all writers can get a lot from the sessions, particularly since it's critical these days to be extending your audience to online readers.
